The perfectly accomplished reality-nature of the Tathāgatagarbha is not brought about by the five aggregates and seven consciousnesses; it refers to the Tathāgatagarbha's inherent ability to perfectly accomplish the meritorious qualities of all dharmas, which is inherently possessed by the Tathāgatagarbha itself and does not require cultivation through later practice to achieve. Sentient beings in the three lower realms, including ordinary people, all possess this perfectly accomplished reality-nature of the Tathāgatagarbha. Otherwise, ordinary people would not even exist, and sentient beings would lack all dharmas.
