The six dusts are divided into internal manifestations of the six dusts and external manifestations of the six dusts. The distinction between internal and external is relative to the first seven consciousnesses and applies to sentient beings possessing subtle sense faculties. For Tathagatagarbha, there is no distinction between internal and external in the six dusts; the six dust realms perceived by Tathagatagarbha are all seen as the structure of the four great elements as seeds, and it does not perceive forms. All dharmas operate within the mind of Tathagatagarbha and can never transcend the mind; no dharmas exist outside the mind. This is the meaning of "No dharmas exist outside the mind."
