The Bodhisattva Universal Worthy (Puxian) arose from his seat, prostrated at the Buddha's feet, and addressed the Buddha, saying: "I have previously served as Dharma Prince to as many Tathagatas as there are sands in the Ganges River. The Tathagatas of the ten directions teach their disciples who possess the Bodhisattva roots to cultivate the practices of Universal Worthy. The name 'Universal Worthy' originates from me. World-Honored One, I use the mind to hear, discerning all the knowledge and views held by sentient beings. If, in other lands beyond as many worlds as there are sands in the Ganges, there is a single sentient being whose mind gives rise to the practice of Universal Worthy, at that very moment, I will ride upon a six-tusked elephant, manifesting hundreds of thousands of emanated bodies, all arriving at that place. Even if that person's karmic obstructions are deep and they are unable to see me, I will silently place my hand upon his head, protecting, supporting, and comforting him, enabling him to achieve success. The Buddha now asks about perfect penetration. I state the fundamental cause: the mind's hearing becomes illumined, discerning freely. This is foremost."
