"Universal perfect wisdom" refers to the state of complete and unobstructed wisdom, where consciousness is transformed into wisdom, ultimately achieving Buddhahood. "Sentient beings" refer to living beings with consciousness. When sentient beings attain Buddhahood, their physical form with the thirty-two major marks and eighty minor characteristics constitutes the "direct retribution," while the inanimate environment of the Buddha-land serves as the "circumstantial retribution." The circumstantial retribution transforms according to the direct retribution; thus, the Buddha-land where the Buddha resides becomes supremely magnificent and splendid.
When the mind undergoes transformation, all phenomena in the surrounding environment will correspondingly change. As the saying goes: "A blessed land awaits the blessed, and the blessed reside in a blessed land!"
