Only the Tathāgatagarbha can generate all dharmas, because the Tathāgatagarbha contains the seeds of all dharmas, and "seeds" signify the capacity to generate. The seventh consciousness serves as a condition for producing the six consciousnesses; all dharmas are produced by the Tathāgatagarbha relying on the seventh consciousness. Without the seventh consciousness, the Tathāgatagarbha itself cannot produce any dharma whatsoever. The Tathāgatagarbha must produce the first six consciousnesses through the seventh consciousness. The seventh consciousness has existed since beginningless kalpas and will only cease in the state of Nirvana without remainder.
