Why does the Śūraṅgama Sūtra state that all phenomena are neither of spontaneous nature nor of conditioned causation, but are of the nature of Tathāgatagarbha? Because all phenomena are born from and transformed by the Tathāgatagarbha, originating from the Tathāgatagarbha, not arising from conditioned causes. Therefore, all phenomena are of the nature of Tathāgatagarbha. For example, plants grow by relying on seeds, soil, moisture, temperature, and sunlight, yet they are ultimately manifested by the Tathāgatagarbha, not produced by these material conditions themselves. Thus, it is taught that all phenomena are not of conditioned nature, nor of spontaneous nature, but are of the nature of Tathāgatagarbha.
