Consciousness is the Tool of Manas for Discriminating and Fabricating

Question: Can it be said that consciousness is active, autonomous, not entirely predetermined, and possesses free will?

Answer: When the mental faculty (manas) intends to engage in cognitive and volitional activities, it utilizes consciousness as its instrument. When it does not wish to engage in such activities, consciousness ceases to manifest, setting the instrument aside unused. The agency resides with the mental faculty, yet consciousness can make requests, after which the mental faculty may permit consciousness to indulge a bit.
