The meaning of "all dharmas lack self-nature" is that all dharmas apart from the eighth consciousness lack self-nature. The so-called "lack of self-nature" means that all phenomena manifested by the fundamental mind, the eighth consciousness Tathagatagarbha, in accordance with karmic causes and conditions, karmic seeds, and relying on the seven consciousnesses, lack their own intrinsic nature; they are entirely of Tathagatagarbha-nature. Because these phenomena are neither free nor autonomous, being manifested by Tathagatagarbha, they cannot determine their own existence nor control themselves; hence they are called "lacking self-nature." All phenomena arise due to causes and conditions: the cause is Tathagatagarbha, the condition is karmic conditions. Phenomena arising from the combination of causes and conditions are called dependent arising. Phenomena of dependent arising lack their own intrinsic nature and are not self-determined.
