All dharmas do not depart from the Tathāgatagarbha, yet the Tathāgatagarbha operates beyond all dharmas. Where the Tathāgatagarbha resides is precisely where all dharmas reside; as long as the Tathāgatagarbha remains unmoved, all dharmas remain unmoved. How could there be arising, ceasing, coming, going, or any illusory manifestations? When the Tathāgatagarbha is unmoved, the mind faculty (manas) remains unmoved, the six consciousnesses also remain unmoved—how could the five skandhas (aggregates) body move? The arising of this dharma and the ceasing of that dharma are nothing but the surging of foam within the great ocean of the Tathāgatagarbha. They do not extend beyond the Tathāgatagarbha, and are all the very waters of the great ocean of Tathāgatagarbha.
