Deliberate effort refers to the conscious suppression, taming, regulation, permeation, guidance, leading, and admonishment of the manas (mental faculty). At this stage, the manas has not yet been permeated and has not formed wholesome habits. Once the manas is successfully permeated and wholesome habits are established—much like an ox becoming obedient and losing its stubborn temperament—consciousness no longer needs to manage, suppress, or tame the manas. There is no longer a need for deliberate effort; instead, one can follow along with the wholesome habits of the manas without transgressing any rules.
