When karma manifests, it is the manas (mental faculty) that is manipulating and controlling everything, leaving no room for the consciousness to offer any defense; the event simply occurs. Yet after the event has passed, who is it that regrets?
After the event, it is the consciousness that regrets first. This is because the consciousness can observe and analyze the actions of one's body, speech, and mind, recognizing what is right and wrong, thus giving rise to regret. The content of the consciousness's regret is simultaneously perceived by the manas. If the manas acknowledges the regret of the consciousness, it will then regret its own previous actions of body, speech, and mind, and thus the manas will be able to correct these actions in the future. If the manas does not acknowledge the regret of the consciousness, then the manas will not regret and will continue as before, refusing to alter its actions of body, speech, and mind. In this case, the regret of the consciousness fails to serve its intended purpose, and one will still follow the habitual tendencies of the manas.
