Mind Consciousness Is the Tool of the Manas for Discrimination and Activity

Answer: When the manas wants to discern and act, it must use the mind consciousness as its tool; when it does not want to discern and act, the mind consciousness does not manifest, and the tool is set aside unused. The dynamic agency lies with the manas, but the mind consciousness can make requests, and afterward the manas may allow the mind consciousness to indulge a little.
