The Tathāgatagarbha is like the great ocean, and all dharmas are like bubbles.

All dharmas are not apart from the tathāgatagarbha, yet the tathāgatagarbha operates while being apart from all dharmas. Wherever the tathāgatagarbha is, there all dharmas are; as long as the tathāgatagarbha does not move, no dharma moves. How could there be illusory marks of arising, ceasing, coming, and going? When the tathāgatagarbha does not move, the manas does not move, and the six consciousnesses do not move either—how could the body of the five aggregates move? This dharma arising and that dharma ceasing is nothing but the surging of foam in the great ocean of the tathāgatagarbha; it never goes beyond the tathāgatagarbha, and it is all the great ocean water of the tathāgatagarbha.
