Explanation: Because there is the power of intensified mental engagement (adhimātramanaskārabala) that can directly observe these ever-changing formations, the observation of internal and external phenomena accords with the nature of change and impermanence; from the perspective of the change of formations, one observes that all dharmas are impermanent. Due to this condition, with regard to the impermanent nature of the change of formations, one can observe it directly without contradicting its nature of change and impermanence. All dharmas of internal and external phenomena do not contradict impermanence, and the changes of all dharmas do not arise from other conditions—they are not brought about by external conditions.
Regarding the observation and confirmation of the impermanence of all internal and external dharmas, one can carefully examine them in accordance with one's own power of intensified mental engagement, and finally the mind attains certainty. Because of such a condition, this direct observation is called intensified mental engagement of direct seeing. That is to say, because of this power of intensified mental engagement of direct seeing, after observing the impermanent nature of the change of formations, one knows that although those formations of form still exist, they are all dharmas that arise and cease moment by moment, impermanent and perishing. Because these dharmas are extremely subtle, they cannot be observed directly in the present.
