To discriminate is consciousness; not to discriminate is wisdom. Relying on consciousness leads to defilement; relying on wisdom leads to purity. Defilement entails birth and death; purity entails neither dharmas nor Buddhas.
The meaning is: That which can discriminate the phenomena of the six dust realms in the mundane world is the deluded mind of the seventh consciousness. That which cannot discriminate what the six dust realms of the supramundane are is the wisdom mind of the eighth consciousness. If one relies on the nature of the seventh consciousness, it is a defiled and impure mind. Only by relying on the nature of the eighth consciousness of wisdom can one gradually attain purity. The defiled consciousness-mind transmigrates through birth and death, suffering the afflictions of samsara. Within the pure mind, there are no dharmas, nor are there any Buddhas.
