The Difference Between "All Dharmas Are Created by the Mind" and "All Phenomena Are Manifestations of the Mind"

The mind alone creates, where "create" means using the eight great seeds to bring forth all dharmas; only the Tathagatagarbha mind possesses this function and capability. The mind alone manifests; there are eight minds capable of manifesting all dharmas. These eight consciousness minds are the perceiving division, which is what manifests, while all dharmas are the phenomenal division, which is what is manifested. The ability of each consciousness to manifest phenomena differs, and the phenomenal divisions manifested within the mind also vary from one another. The greater the capability, the fewer causal conditions are required, and the truer the manifested phenomenal division; the smaller the capability, the more causal conditions it relies upon, and the falser the manifested phenomenal division.
