Apart from the karmic force of sentient beings and the power of vows of the Buddhas and Bodhisattvas, there would be no dharmas of the five-aggregate world at all. And both karmic force and the power of vows are related to the manas; apart from the manas, there would also be no dharmas in the world whatsoever. The tathāgatagarbha alone cannot accomplish anything, nor does it meddle in extra affairs—it is without desire and without seeking, merely fulfilling the wishes of sentient beings.
