What Determines the Destination of Rebirth at the Moment of Death?

Is it the manas carrying the eighth consciousness or the eighth consciousness carrying the manas when sentient beings go to heaven, go to hell, go to the Pure Land, or undergo rebirth? Whose manas would willingly carry the eighth consciousness to hell?

The matter of rebirth at the time of death is both determined by the manas and not determined by the manas; both determined by the eighth consciousness and not determined by the eighth consciousness; both determined by karma and not determined by karma. What ultimately determines it? If it were determined by the manas, the manas would not wish to go to the three evil realms. If it were determined by the eighth consciousness, the eighth consciousness does not make decisions or manage affairs. If it were determined by karma, karma heavier than Mount Sumeru would certainly send one to the three evil realms, rendering cultivated virtuous dharmas useless, and even Buddhas and Bodhisattvas would be helpless. If it were determined by vow power, the vow power of many people is insufficient to resist karma.

The destination in the afterlife is determined by a combination of factors: karma plus the mental power of the manas. Karma can be fixed, yet it can also be unfixed. Cultivating virtuous dharmas can alter karma; pure vow power can resist some karmic force; and the powerful mental power of the manas at the time of death can resist karma. Both the mental power and vow power of the manas can be cultivated through practicing and steeping oneself in the Dharma. Accumulating seeds of virtuous karma can counteract a portion of karmic force. As long as virtuous karma outweighs evil karma, or if virtuous karmic conditions ripen at the time of death, and the mental power of the manas is strong, with blessings manifesting, then rebirth in a favorable realm is assured. To cultivate the Dharma and nurture a benevolent mind, one must strictly uphold precepts, ensuring body, speech, and mind do not transgress boundaries. Sufficient blessings and virtue can ward off the emergence of adverse conditions, allowing virtuous karma to mature and take effect.
