What is the 'neither increasing nor decreasing' that neither increases nor decreases?

"Not increasing and not decreasing" has several layers of meaning: the total number of tathāgatagarbhas of all sentient beings in the dharmadhātu neither increases nor decreases; the intrinsic nature of the tathāgatagarbha does not increase in sages nor decrease in ordinary beings; and the number of the seeds of the seven great elements of the tathāgatagarbha neither increases nor decreases.
