Both Karma and the Power of Vows Are Related to Manas.

If sentient beings were apart from the power of karma, and the Buddhas and Bodhisattvas were apart from the power of vows, there would be no dharmas of the five-aggregate world at all. And both the power of karma and the power of vows are related to the manas; apart from the manas, there would likewise be no dharmas in the world. The tathāgatagarbha alone accomplishes nothing, yet it does not meddle in affairs either; it is without desire and without seeking, and only fulfills the wishes of sentient beings.
