Augmented precepts means receiving the precepts once again. The dominant condition (adhipati-pratyaya) is a condition (dharma) that helps and assists in the arising of the mind consciousness. "Augmented speech" — speech here represents vocal sounds and language; using vocal sounds and language to manifest meaning is called augmented speech, and the vocal sounds and language that help manifest the meaning of the dharma are called augmented speech. Here, the meaning refers to the meaning of bodhisattva-mahāsattva.
